The Presidency on Monday stated that the 43 farmers that were killed by Boko Haram on Saturday did not have military clearance to be on the rice farms when the attack happened.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said this in an interview with the BBC on Monday.

He said while not blaming the victims for the incident, the truth must be said.
Shehu said, “The government is sad that this tragic incident has happened. 43 or thereabout of innocent farm workers, most of them had their throats slit by a heartless band of terrorists. People need to know what it is like in the Lake Chad Basin area.
“Much of those areas have been liberated from Boko Haram terrorists but there are a number of spaces that have not been cleared for the return of villagers who have been displaced. So, ideally, all of these places ought to pass the test of military clearances before farmers or settlers resume activities on those fields.”

When asked if he was not blaming the farmers for going to the area, Shehu responded, “Not exactly but the truth has to be said. Was there any clearance by the military which is in total control of those areas? Did anybody ask to resume activity? I have been told by the military leaders that they had not been so advised and certainly, therefore, it was a window that the terrorists exploited.”

The President’s spokesman said terrorists had planted land mines in several places in Borno State and nobody ought to go to these places until the military has cleared such places.

He added, “The military is not present in every inch of space in that area. Even if the people are willing to go back, a lot of those areas have been mined and mine clearance needs to be carried out and those areas must be cast as being ok for human habitation or agricultural activity.”

The President, Major General Muhammadu Buhari (retd.), has directed the National Youth Service Corps to ensure the enrolment of corps members in the National Health Insurance Scheme, the Director-General of the NYSC, Brigadier-General Shuaibu Ibrahim, said on Monday.

Ibrahim also disclosed that the NYSC had mobilised 66,000 graduates from across the country for the 2020 NYSC Batch “B” exercise scheduled to begin on Tuesday (today).

Ibrahim stated these during a media chat in Abuja.

The NYSC DG described the scheme as “the most critical platform for mentoring Nigerian youths as drivers of national unity and development.”

He added, “The scheme has concluded arrangement with the NHIS for the enrolment of corps members into the NHIS in line with a presidential directive. We have also expended huge resources on critical health needs of corps members, including footing of medical bills.

“As of last Thursday, a total of 66,000 eligible graduates had been mobilised for the 2020 Batch B service year, resuming on Tuesday, November 10. They will participate in the orientation exercise, which has been planned in three streams for ease of compliance with the COVID-19 protocols.”

Ibrahim also warned fake graduates seeking to infiltrate the orientation camps to stay away in their own interest.

“This year, we secured the conviction of a fake corps member in Taraba. We are currently prosecuting many others. If you know you’re not a qualified graduate do not show up. If you do, we’ll arrest you and hand you over to relevant agencies for prosecution,” he said.


At the event, the Director-General of the Nigeria Centre for Disease Control, Dr Chikwe Ihekweazu, said corps members would be tested free for COVID-19.

Ihekweazu said, “The COVID-19 tests would be administered free of charge on every corps members. Above all, there would be holding areas set up for isolating and treating those who test positive in the camps.”

Several Nigerians on Twitter have expressed dissatisfaction over the oath of secrecy administered on members of the Judicial Panel of Inquiry set up by Lagos State Governor, Babajide Sanwo-Olu.

The oath of secrecy administered on panel members reads in part,

I solemnly swear/affirm that I will not directly or indirectly communicate or reveal any matter to any person which shall be brought under my consideration or shall come to my knowledge in the discharge of my official duties, except as may be required for the discharge of my official duties or as may be officially permitted by the governor. So help me God/Allah.”

The panel, which is to investigate the shooting of unarmed protesters at the Lekki toll plaza on October 20, 2020, is expected to begin sitting today.
The panel is also to probe alleged extrajudicial killings perpetrated by operatives of the now-disbanded Special Anti-Robbery Squad of the police.

Popular social media influencer, Dr. Harvey Olufunmilayo, said the oath of secrecy was not a good sign.
If Lagos asked members of the panel to sign an oath of secrecy, just know there is no depth these people will not sink into to cover the truth. If members of the Lagos judicial panel of inquiry are truly made to sign an oath of secrecy, now is the time to end that scam.
“These panels are a public inquiry into a matter of public interest about public crimes and atrocities committed by the police. Televise all panel sessions,” he wrote.

Another influencer, Dr. Dipo Awojide, said the state government should try to build trust among the youths and the oath of secrecy could undermine this.
There is absolutely no need for folks joining the panel in Lagos State to swear an oath of secrecy. It just makes everything look suspect from the get-go. Trust level is currently at the lowest level. Lagos State Government should do everything to build trust,” Awojide tweeted.

Adetutu Balogun also questioned the rationale behind the oath of secrecy, saying, “Why are independent judicial panel members swearing an oath of secrecy to Babajide Sanwo-Olu for a public hearing?”

A lawyer, Festus Ogun, said on Twitter that the reference to the governor in the oath was also worrisome.
Ogun said the oath of secrecy was defective and at variance with Section 38(4) of the 1999 Constitution.
Again, this oath of secrecy is legally defective. First, the idea of secrecy is occult. Section 38(4) of the 1999 Constitution frowns at ‘secret societies’.
“Oath of confidentiality would be better. Second, oaths are to be sworn before a commissioner of oaths, not the governor,” the lawyer maintained.

Fashola had during a tour of damaged properties at the Lekki Tollgate saw a hidden camera and picked it up, handing it over to security agencies.
The minister has received criticism for his action, as many felt that he had tampered with evidence regarding the Lekki shooting by soldiers last week Tuesday.

Nigeria’s President Muhammadu Buhari has condemned the looting of public and private property in parts of the country.

This was made known in a statement released by Senior Special Assistant to the President on Media and Publicity, Garba on Sunday titled; “Again, President Buhari condemns loss of lives, appeals for peace and brotherhood.”

The statement quoted Buhari as saying that the development was inimical to public good and stood condemned.

President Muhammadu Buhari has been faulted for not speaking and condemning the incident that took place on the 19th of October, 2020 in Lekki Tollgate, Lagos state.

The Special Adviser to the President on Media and Publicity, Femi Adesina, disclosed this in a statement titled, ‘President Buhari addresses the nation.

According to the statement “Following detailed briefing by security chiefs on the current situation in the country, President Muhammadu Buhari will make a national broadcast Thursday, October 22, 2020 at 7pm.
Television, radio and other electronic media outlets are enjoined to hook up to the network services of the Nigerian Television Authority (NTA) and Radio Nigeria respectively for the broadcast.”
